MCP for Oracle EBS Explained: Two Ways to Connect AI to Your Oracle EBS (And Why the Second One Changes Everything)

The conversation around enterprise AI has shifted. A year ago, everyone was asking “how do we build a chatbot?” Today, the real question is more nuanced: how do we let AI agents actually connect to our enterprise systems and data  securely, without disrupting production systems?

What is MCP, and Why Should Oracle Development Teams Care?

Think of MCP the way you think of HTTP. Just as HTTP defines how browsers talk to websites, MCP defines how AI models talk to systems, tools, databases, and business applications. It’s an open standard that replaces the Wild West of custom integrations with a single, consistent protocol. Instead of every platform inventing its own plugin architecture, MCP provides one common approach so that AI models get the right context, the right data, and the right instructions to act intelligently.

Oracle’s SQLcl MCP Server: Let’s Talk to our Database

Fortunately, for customers with large Oracle investments, Oracle has already moved on this. Oracle has evaluated MCP and integrated it into their core developer tools, making the Oracle Database immediately available for any platform supporting the MCP protocol delivered through Oracle SQLcl, their modern command-line interface. 

Oracle SQLcl 25.2 introduced MCP server support, making it the first major database CLI tool to natively bridge AI assistants with database operations. The mechanics are elegant: when a user asks a question in plain language, the AI generates SQL, sends it through the SQLcl MCP Server, which runs it in the database and returns the results in natural language. 

It works with any supported Oracle Database from 19c to 21c to 23ai and can be used on-premises, in hyperscalers such as Azure, AWS, Google, and OCI, or even on your laptop. This is genuinely impressive. 

For DBA’s, this is a game-changer. For data analysts, it unlocks a conversational interface to the database that previously required SQL expertise. The security story is solid too, Oracle’s existing database security features such as Row Level Security, Virtual Private Databases, Redaction, SQL Firewall, and Data Vault are all employed when dealing with database accounts and their connections. 

But here’s where the challenge comes in: for many Oracle E-Business Suite customers, the database layer is not where the business logic lives.

The Oracle EBS Reality: Your Business Logic Lives in the Forms

If your organization has been running Oracle EBS for 10, 15, or 20+ years, you know exactly what I’m talking about.

Decades of business rules, validation logic, personalizations, custom approval workflows, and compliance checks have been built not at the database layer, but inside Oracle Forms. 

Elements such as field-level validations, trigger-based rules and sequences of operations that must happen in a specific order are all bypassed when accessing the system at the database level only. The data may look correct at the when sent via database level but becomes incorrect when inserted into the system without going through the Form’s logic chain. If you connect an AI agent directly to the database and it starts inserting or updating records, it bypasses all of that. You end up with data integrity issues, skipped approval steps, and business rules violated silently,  with no error thrown at the database level, because those rules were never there to begin with.

Oracle’s SQLcl MCP server is powerful. But it connects at the database layer, and for existing robust, and complex EBS systems, that’s not always enough.

They know how to drop a table, update an entire column, or modify a schema. That’s exactly the kind of access you do not want to hand to an end user or an AI agent operating on their behalf. A database has no concept of what “create a sales order for Customer A” means in business terms. It only knows rows and columns.
